If you use shine, don't just throw the default color scheme on there. Do some creative stuff with it. Otherwise, you're just another guy using shine on his titles.

Yes, the shine has been overused but it still cool, it could do some great title effects if u use some 3D text would look much better...

I've never used shine, but if you can import 3D text try Cool 3D for creating it. You can do some pretty nifty effects

Use AE, create a seperate layer for your text, apply shine, then change the options (creating keyfames for the light source to move across behind the text)

Well, to make it in AE just apply the fillter basic text (and if you make sure composite on original check box is unchecked it will let you see through the letters). Just make sure to do it on a seperate layer (on top of everything) to make the text be the only thing "shined".

Is the Shine effect only available for AE, or is it available for Premire and other programs?

Unfotunatly I only think AE. Heres the site (as you see at the top, it says plugins for AE)-

http://www.trapcode.com/products.html

I also like there other plugins. Most of them can produce some really nice effects (cost a little bit though - $99 each, you can get demo though)
