rain effect on lens

i would like to see a rain effect on the lens as in metal gear solid . so if you wanted to look up with the camera maybe rain may fall and spread. im just curious maybe i will try to create it when i get 3ds6 this month

Theres already this plugin, dunno if you've seen it or not.
