Do you want it as a plugin? confused
I suggest you make your own one by either using a program like chromanator, AE etc. (for a simple pan) or a 3d application for a more complicated camera move.

I would think you would use a 3d app to do that, unless you were using miniatures, then im not sure...

Blender is a free 3d app, you can download it somewhere on the net, google for blender 3d or something.I wouldn't be sure how to do it exactly google again for some tutorials.

Blender is a free 3D application which can be used to create effects similar to those seen in Star Wars, such as the ships and some of the environments, and the doubles for Keanu Reeves and Hugo Weaving in The Matrix Reloaded and Revolutions.

As for what can be acheived with it, with practice you'll be able to animate space ships and even model your own, have a search around for some tutorials on the web (A user on here, StarX, used blender to create all of the effects in his Star Wars Fanfilm so it might be worth sending him a private message as well.) Just be warned that learing these applications is not easy and it'll be a steep learning curve if you want decent effects.

The above link is a tutorial for the opening crawl, it also explains how to make a good looking starfield.

This site has many models, including Star Wars ships, in Blender format.
