When you are sending a preset through the preset sending system, how do you make it so that the image you edited is the one previewed in the download section?

For grading presets, you can't. They will be applied to an appropriate image by the team before they are posted.

For Effects presets, it will be done automatically, based on whatever frame the playhead is on. So before you create the preset, find the frame you want to be the preview image, and set the playhead there. Then, within the preset creation box, you will see the preview image, and you can set it either to show only the layer of the effect, or to show all layers of the project.
