Is anyone out there familiar with the BBC sci-fi show Blake's 7?
If you are, then you would almost certainly know about the liberator teleport effect.

Could someone out there create a preset based on that effect? I don't know how to describe it, but the actors sort of go shimmery and then their outlines remain for a while.

I'm very familiar with this effect being a fan of the show for my sins. The shimering you can create as they did simply by shooting your actors against a green screen and adding a filter thats probably available in your editing program. The white outline would have to be some form of animated element I expect an would be different for each scene as the actors would be in different poses and costumes and such like
