If you draw a garbage matte around the object you want to remove then you will end up with a black hole in your clip where the person was. You now need to place another clip on the timeline under the matted clip. This clip will then be visible through the hole where your matte is, filling in the black area.

I did this a few days ago for a scene where some unwanted bystanders appeared on the horizon, silhouetted against the sky. I drew garbage mattes over each of the people then used another clip with a larger area of sky (filmed on the same day so the colurs matched) to replace the missing sky under my mattes.

What you usually do if you can't get a greenscreen shot of the actor, is to film the scene using a fixed camera, in the aim to get a blank background plate, so when you remove parts of your footage containing the person you want to remove, you have footage to fill in the gaps where the person isn't there.
