Burning a Clip?

My question is, If there any way to make the video clip like if it melting from the center out. or burning from the center out.

Do I have to make a mask as a background and some how blend it with the top layer.


I apreciated any help

Sounds like a job for grade objects and masks. Use a mask to make the footage gradually disintegrate from the inside out, then apply various grade objects to give it the melty look.
