As has been said, yes, this can be done quite easily. However, I should mention that this task would be better suited for CompositeLab, or VisionLab, rather than EffectsLab, due to potential complications caused by how EffectsLab composites additional media. Specifically, the dark nature of the blood stock footage, would likely cause complications, unless there is an alpha channel present.

This depends on where you acquire the stock media. Many sources will require that you purchase the stock footage. Some sources will provide free samples of their product, but charge you for the higher quality pieces of work. If you are referring to stock footage from NCCinema, yes it will cost money, but it is fairly reasonably priced.
On another note, battlecam182; it has been requested, on many occasions, that you refrain from creating two topics regarding the same issue. You have also been asked to be mindful of the forum you post in; making sure that any topic you create corresponds with the forum you are posting in.
Since these gentle reminders, you have made no effort to be considerate in this regard. Again, I feel inclined to remind you of the policies concerning posting. Creating duplicate topics, in the hopes of receiving a response sooner, as well as posting in the incorrect forum, are grounds for your topic being deleted.
Moving the occasional topic that has been unintentionally posted in the wrong forum is quite alright, provided it remains just that. When this becomes a regular occurrence, taking place with every topic created by a single member, it only shows that no consideration has been given before posting.
The moderators are all quite tolerant when it comes to these matters, as we understand that this is not always intentional, and can occur by accident, or through simple misunderstanding. In your case, this is not so, as you have been informed many times. Please make an effort to refrain from doing so in the future.
