Just so you know most effects can't just be made as a preset and be done with, especially with compositing, this is partly due to how a preset system works, and partly because not all things needed can be generated easily in the program, you need photoshop/Gimp/some other image-editing program for this, to design some of the elements involved maunally such as the hexagonal mesh around the middle, really what I think is best is tutorial for this. Not a preset, as some of the media needed cannot be embbeded in a preset as they are best off as images, this is surprisingly complex when you look at it, I may try and make some maps/backgrounds for you to use in your efforts to create this effect. )the manual to try and work out how you are going to achieve this. I am aware that you want an easy, basic preset, but its not that simple. I'll see what I can do.
Well I saw what I did, it is really a kind of rough mashup, and no-where near presetable or even really useable yet, but I think its along the lines of what you want;
