You can change the size of an imageand move it around in the frame using the animation controls, but to actually crop part of the image out, you will need a mask.

If your worried about moving it, I think what you're looking for is the "garbage matte" as opposed to the "mask" tool. Garbage mattes move with the image as your animate it (like cropping it), masks do not.

Garbage mattes are a CompositeLab/VisionLab thing, aren't they? I'm pretty sure garbage mattes aren't available in EffectsLab, as they are part of the compositing toolset.
