Animating a light house with a rotating neon glow

I'm trying to animate a lighthouse photo with a rotating neon glow and I'm stuck. The purpose of it is for an intro. Can anyone help?

To answer your question... Well, I think a little more detail here would be necessary. On what exactly are your stuck? It might also help if you added a picture of the particular lighthouse.

Thank you, I figured it out. I'm useing two security beams with their points of origin beginning at the light on the light house. I set the grid up as a guide, moving either of them one frame at a time, and in and out them on the time line. As a security beam "swings" by, I enter into the time line an optical preset to give the illusion the light is shining in your face. It's for a Production studio logo.
