They are essentially the Muzzle Flash engine (MuzzlePlug) from EffectsLab and VisionLab, and the Lightning Engine (PowerPlug) from VisionLab. The Neon Light and Particle engines have not been converted to AE plug-ins at this time. There are particle engines already available that are much more powerful than Penguin, and as to Neon Lights, this tutorial by Ryan Weiber
will get you creating very realistic lightsabers in no time.
At this time, there are no downloadable presets for the After Effects Plug-ins, although you can create your own and save them. There are quite a few good ones that come with the plug-ins (I hope. I spent quite a while creating many of them), so hopefully they can fill your effects needs.
