You need the Electricity Engine, which is available in VisionLab Studio.

I understand what you mean. But the Neon engine is the best way to achieve this type of effect in a preset for EffectsLab. Optics can't create lightning at all, and the particle engine and the muzzle flash engine both offer far less control than the neon engine, when it comes to electrical arcs of any kind.

Rather than a preset, have you looked into stock footage, such as the AlamDV2 plug-ins?

Some of the electricity AlamDV plug-ins will handle the transparency automatically. There are some that require a bit of tweaking though. Basically, for the ones that don't already use .jpg images, if you convert them to .jpg, that will make the black disappear in EffectsLab.

Glad you got the neon to work for you, but figured I'd mention this anyway, in case you need other options for next time.
