I'm using Adobe After Effects CS3, does the Vison Lab Studios, and composite lab pro, translate over to that? What program will be used with those?

I'm not really sure what you are asking. What do you mean by "translate over"? There are demos of both VisionLab and CompositeLab that you can download and try out, to answer whatever questions you may have about how they work.

If you are referring to exporting and importing between the 2 applications then yes - you can do this.

I would recommend you output in uncompressed format to keep the quality to the maximum.

Seriously though, as Sollthar said, why do you need Vlab? You can buy Plug-ins for AE from here which give you a bit of Visionlab biggrin

If you already have After Effects, you would indeed probably be better off looking at the AE plugins we produce, which enable two of VisionLab's engines to be used within AE:
