Almost always, make-up is the way to go. 99 percet of the time, it is easiest, quickest, and looks the best.

If you really want to do it digitally, you will have to create a mask that carefully follows the edges of the skin in question to isolate it, hand-track the mask throughout the duration of the footage, probably on every frame, and then use grading filters to adjust the color. Which filters you use will vary depending on what your target color is.

Also, you will need a duplicate layer of the footage, so that everything other than the skin stays its proper color. Then you place the layer with the colored skin, which will have everything else masked out, over the top of the duplicate layer.

Here is the way I change my skin colour, First you'll need a video of yuorself standing in front of a bluescreen or greenscreen, Next step is to copy the layer of yourself standing in front of the greenscreen and make the skin colour you want, Then drag the unedited clip underneath the edited clip, Then just key out the green on the edited clip and then your skin will be whatever colour you want! here is how mine turned out.

You didnt really change your skin colour...All your cloths changed colour aswell so its not really changing skin colour, In my opinion wear a green suit and green background

A green suit will make this extremely tricky, as you would have to perfectly match-move any areas of skin that are showing to another plate, which would show the entire actor and his clothing. Make-up is still far and away the quickest, easiest, cheapest, and generally best-looking way to do this.

Personally, I agree with Axeman on the make-up. If you don't have the equipment for make-up, you could just get another actor with the right skin color, or live with your own skin.
