I was wondering if anyone could create an effect resembling a propeller such as one from a fighter plane while it is moving fast..

Do you mean the actual propeller? if so its probably best if you use a 3D program such as Blender to make an animate this I will try and do this for you if you wish but im not to brilliant at Blender so im not sure what it will turn out like. If however you want a smoke trail coming form a jet engine you could use one of the fxhome presets. Oh if you want a 3D propeller a pic of what you want it to look like would come in handy.

You could use paint and make a bunch of frames of a propeller that is going around and then use a program like VirtualDub to put them together in a video.
