Well, by (1) I mean that CompositeLab doesn't have any effects engines, so you cannot create any effects such as the muzzle flashes in Muzzleplug, or the lightning effects in PowerPlug. Since Compositelab doesn't have the ability to create effects of any kind, the effects presets used by either of the AE plug-ins can not be found in CompositeLab.
By (2) I mean that the architecture, or basic structure of the computer code, recorded in presets for the AE plug-ins is completely different than the structure of the data recorded in the CompositeLab presets. The two are not interchangeable.
The point I am trying to explain is that none of the presets available in either Muzzleplug or Powerplug will be found in CompositeLab, or vice versa, because it is impossible.

I took that to mean you were looking for some of the same presets in both. Perhaps I misunderstood you. What version of After Effects are you running?
