How do i make a person come out short?

Hi, how do i make a person look short like a (no offense) midget? or have no legs?

There are many techniques for this. I'll use LOTR as a case study. The hobbits and dwarfs were often filmed separately from the humans when they both appeared in the same shot. A greenscreen was used here.

When a short person is the only person in a wide/medium shot, simply place the camera higher so that it is tilted down toward the talent. It will make them look shorter. Extra POV shots many help here too.

If you sell the effect in the wide and medium shots, you wouldn't need to worry about the close ups, the audience will just believe them too.

Also, if you have a little bit of a budget, you can build sets to scale, such that a big person appears small. Take a look at the bonus commentary from the movie Willow. They had creatures of 3 different sizes in that movie and composited it all together beautifully.
