I need a way to copy attributes so I can line one effect on top of another. I when I right click it says "Copy Attributes" but after I copy them there is no way to paste them. I'm completely lost. The alternative seems to be writing down the attributes and entering them in manually but I'm sure there is an easier way.

You have to select and copy the specific keyframes that you want to transfer.
