I am trying to make a cool action scene like in the Matrix where the guy is running down the lobby with bullet trails and stuff and they're
missing him and such. I saw there is a bullet trail preset but I am
fairly new and need help figuring out what to do. This will be a side
shot panning with the actor. Kind of like when Morpheus was running
towards the chopper in that one part.

Its going to be a bit tricky with a moving shot. Basically the preset is a particle effect, which emits the 'rings' that make up the bullet trail as it travels. So you will have to make sure that the movement of the emitter matches the movement of your camera for the effect to work correctly. The bullet trail itself shouldn't really move, other than expanding a bit as it ages. To get this to work, its going to take a fair bit of trial and error to make sure that the trail seems to stay put as the camera moves. In a locked shot the effect is loads easier, and that's really what the presets were designed for.
