Not really. You'll either want to do the effect practically, with sugar glass, or you'll need a decent 3D application.

If you want it to look professional, no, not really. But you could make a few particle textures that look like shards of glass and then shift the particle range and environmental gravity to make them sort of pop out and fall to that ground. You would also want to change their lifetime so they dissapear on the ground unsure

As Axeman said, you could get sugarglass.
