I am trying to use the mess around with a green screen video, but I do not have the Matte as an option. Why?

It's because you're using EffectsLab, which doesn't have any of the matte tools. It's not what the program is designed for.

The matte tools can be found in both CompositeLab Pro and VisionLab Studio.

Is there another way to cutout the green screen?

You can't do greenscreen work in EffectsLab. You need a compositing program, such as CompositeLab, or VisionLab Studio.

the only way to remove a greenscreen in EffectLab is to manually draw a mask around the person on each frame, to remove them from the background, which makes the greenscreen completely pointless. And takes crazy long amounts of time.
