Disabling Tweening

I really need to know if it is possible to disable tweening for an effect. I really need to be able to.

don't know about disabling but...

simply don't move you effect, then slice your effect layer when you do need it to be a new position... if that makes sense.

To keep it from tweening, put the original thing (before you moved it) in the frame right before the move.
