How To Make An Effect Longer

Ive seen countless video tutroials on youtube and other sites in which people simply click on the end of an effect and drag it to make it longer. every time i try this i just drag the whole effect along the timelin what am i doing wrong?

Use the tool called crop. It on the left of the screen, just above the time line.

To clarify a bit, you are using the Move tool, which will move the entire effect. Switching to the crop tool, as Rockfilmers mentioned, will allow you to adjust the length.
