I noticed that I'm not able to set keyframes for the particle rate or lifetime. Is there another way to achieve this effect?

Not with one effect, but you could copy the effect at the tail end of the first one and adjust the rate/lifetime accordingly, unless you want a gradual slope, which you cannot do.

What effect are you trying to achieve? There isn't a way to keyframe those attributes, as mentioned, but there may be a way to achieve what you are trying to do if we know what it is.

There is no particular effect I'm working on at the moment. It was something that I was simply curious about.

Ah, I see. Well, if you do run into an issue with this on a specific effect, let us know and perhaps we can help you come up with a way to work around it. But for now, yeah, those are among the limitations of the software.
