How to do a smoke effect...?

I want to be able to do a black smoke effect, just like from the Harry Potter films.

What should I use? A particle? I'm not sure what to do.

Particles would be the way to do that, yes. I'd recommend having a look at this preset as a starting point.

You could get Footage: Smoke from the store. http://fxhome.com/footage/smoke
