Need help for shiny light glow effect ( newbie Qestion)

Just now purchased FxHome Effects Lab Pro, so I am novice in this area,trying to get the shiny light glow effect in my videos, not sure where to start.

Here is one example video , in first 10 secs of this video there is a glowing/shiny light along the garland and crown of the goddess, can anyone guide/help me how to get this effect ?

FYI : I have learned how to make use of presets and plugin library from the tutorials available on this site.

I'd start by trying some Optics. You might use some of the lightbulb type presets that are available as a starting point. In the preset library, scroll down to Optics and select the "Light sources." Then you are going to want to keyframe the size and intensity of each one to get the pulsing, shining effect.

If you want to soften the effect somewhat, similar to what is in the link you provided, try adding a bit of blur to each optic.
