In my movie the character will have a fire effect and some other effects only around his arms. His arms will also move in punching motions while the effect is on. Is it possible to do this with VisionLab or should I look into another program?

Oh no, it's completely possible. You will probably want to use a square emitter for this effect.

Depending on the specifics of the shot and how good you want it to look, this is going to be really difficult.

I'd recommend using stock footage, as by carefully compositing different elements you can get pretty good results - check out Coalition of Heroes for example.

If it's a particularly extensive shot(s), then you need to move into either much more complex CG simulation, or towards a proper pyro stunt. Obviously if you can only do a pyro stunt IF YOU ARE A TRAINED PROFESSIONAL.
