Unwanted wavy distortion on moving objects in video HELP!

iv tried a few different setting, but with every rendered product, anything that is moving in the frame has wavy edges that sometimes completely ruins the image. How do i fix this

This sounds like down sampled interlacing. What are the settings the video was shot with, and do the artifacts only occur after rendering out of effects lab?
