Any web browser that can successfully download files. Are you having some kind of problem when you download them?

Firefox. Firefox will always work fine. Safari screws them up more often than not, and IE often has issues as well. I've not tried Opera or Chrome.

cool can the downloaded file be deleted after it is imported

Yep. When you import it, EffectsLab will copy the file into the appropriate directory, so the original downloaded file can then be deleted or moved somewhere for backup storage, if you prefer.
