Please provide details. It won't appear in the toolbox? You can't add it to the canvas? It shows up on the timeline but not on the canvas?

The last guess was correct. It appears on the timline, but no matter what I try, it never appears on the canvas.

Did you move the emitter onto the canvas? Depending on the resolution of you project, the rectangular emitter for that effect may be below the visible canvas area. If so, zoom out and move the emitter onto the canvas and you should be fine.

Did you select the Emitter attributes and zoom out on the canvas? I tested the effect before I posted last time, and it absolutely does appear. If you are in the default canvas view, in NTSC DV resolution, it won't be visible until you zoom out, as it is farther down the canvas than is visible (hidden behind the timeline), but it is definitely there.

When you say zoom out, do you mean make the canvas smaller? Or is there another way? If there is please tell me.

Yes, I mean use the zoom slider at the top right to make the canvas smaller within the work area.

Well, I'm not sure what else to say, so here's a video that shows that yes, it does in fact work.

Movie Link.
