Effects and Filters

OK,
So I'm using PRO Version 4 for the first time and I have watched the PRO Version 3 tutorials but for the life of me I can't access the filters or effects sliders. They seem to be grayed out so that I can't make any adjustment to the foreground image.
What am I doing wrong?

How simple was that. You have to mark tick the box in the upper right hand corner of the toolset drop down to employ the toolset option. It was a little difficult to see on screen.

Another question:
Now that I figured that out is there any way to use the effects on just the background or foreground layer. I've tried deslecting both images one at a time but the effects seem to be global. I want to be able to blur the background for a DOF effect and keep the foreground sharp.

Effects will always impact both the foreground and background layers. to modify only a single layer, you need to use the Filters toolset, which has tabs at the top to select the foreground or background. In your case, use the Depth of field filter in the BG tab to get the effect you want.
