How do I completely take they glow off of a neon light effect? (So I can make blood, or goo or something.)

Under the neon glow attributes, I would just bring all the settings to zero. There's a slight bordering glow, but I'm not sure there's much you can do about that.

By default, neon effects are set to Screen, which removes black. Changing the composite mode to something that doesn't remove black will allow you to use black as a color in the effect.

Select any layer on the timeline by clicking on its name, and you will be able to change the Composite Mode in the toolbox.
