Ive downloaded the zip folder from the fxhome website named 'VideoGifts2010', but I dont know how to get the effects on to effectslab.

OK, so EffectsLab probably isn't the best program to use to add in stock footage, but I have done it and it looks alright. To get the stock footage into EffectsLab, in your project you're going to go to the Media browser tab in the same panel as the Effects browser. Then, in the Media panel, click on the yellow folder icon to import media. Find and select the stock footage clips you want and click Open. Then just drag them on to the timeline from the Media panel.

By the way, here's a few tips for getting the stock footage a little better:
- add duplicate layers of the clips (to make it less transparent)
- try adding some grading to match the stock with the actual video
