I purchased the full Stock Footage set. That stuff is great.

But anyways, when I import stock footage, its against a black background. Now this black background is supposed to be alpha channel, but the only way I can seem to convert the video's black to alpha black is by using the Chroma tool and keying it out. It looks awful, and I would like to know if there is an import problem, a tool to do this, or if I just suck at keying.

My favorite part is how someone posts a topic like this about every other week, without even bothering to do a single simple forum search.

You need to change the blend method to 'screen' or 'add'. The black will then disappear. You can then adjust the contrast or add additional layers to build up the kind of effect you want.
