Why is my foreground/backround getting smaller as the movie plays?

Most likely, because you keyframed the size. By default, the original keyframe for any video clip is created on the first frame of the clip, and that is where the size is originally set. If you advance to a later frame, and reposition or resize the clip, it will create a new keyframe at that location, and automatically animate the size between the two points.

If you just drag the keyframe that you wish to use back and place it on the first frame, then the entire clip will take on the size stored in that keyframe.
