i only have effects lab but im pretty sure its made with composite lab using the gleem or displacment stuff.(i use to have the demo version of vision lab.)

Actually, I'm pretty sure there's a preset of it. Also it's an optic.

i didnt think of optics. if there isnt a preset(i accidentley deleted mine so im slowly getting them back) they probably use a lot of the palein lines.

That's actually a mix of clever color grading, an optic and a particle effect. I'll make a video tutorial if there isn't already a tutorial for it somewhere, if you're interested.
