Scope crosshair view

anyone know how to create the "scope view" effect for sniper shots and such? or what program is needed to create it.

Either program will work, but neither are available anymore. Check out Hitfilm the most recent program from Fxhome.

This is probably the best scope preset available, and it uses masks to create the shape. Another option would be to just paint up the overlay you want to use in an image editor, using alpha transparency, then drop it into your EffectsLab project.

Or you could use a freehand neon light, remove the glow, set the core color to black, and switch the blend mode to Normal or Multiply, but that might be a bit overly complicated.
