I want to include a film burn effect in my project.Do anyone knows or can
anyone make such a plugin? or how can i' make one of my own?

You could do it in After Effects. If you have that, let me know and I'll dig up a tutorial for you. Photoshop could also do it to some degree, but that may be pretty hard. I'll look around the internet and try and find something, wouldn't hurt to find out myself smile

thank you i found one in pyromania's site but i think it has to be in green screen background to give the impresion of the damaged footage when you keying it.I hope you understand what i' mean.Yes i' would like a tutorial if it's not so much trouble.
